ADDRESS SYSTEM PROJECT FOR THE ABIDJAN DISTRICT AND IMPLEMENTATION OF A SINGLE REFERENCE STANDARD FOR ADDRESSES, IVORY COAST
The Ivory Coast’s Infrastructure Renewal Project (PRICI) was initiated in June 2012. A call for proposals entitled “Appointment of a firm to provide technical assistance for the operationalisation of the Abidjan District Street and Gate Address System Project and the implementation of a single autonomous reference standard for addresses in Abidjan” was launched in June 2020. The consortium comprising IGN FI, GEOFIT and GROUPE DEFIS & STRATEGIES was selected.
Objectives and deliverables
The purpose of the Address System Project of streets and public places in the Abidjan District (PADA) is to implement a complete address system and a single reference standard for addresses, ensuring that occupancy units (OU) on the Abidjan District streets network are geographically situated and referenced.
For the actors involved in the administration and development of the Abidjan District, the system will contribute to modernising:
- The administration and operation of urban services (various networks, fire services, urban transportation, distribution – including postal services, e-commerce etc)
- The identification and mobilisation of local resources: local taxation, land registry, land conservation, security, the judiciary
- Movement of goods and people
- Planning, urban management and local development

- 1 management team with 6 principal full-time experts and 10 back-up experts
- 1 local permanent team of 5 experts from the BNEDT (National Office for Technical Studies and Development)
- 1 geomatics workshop led by a geomatics expert, with 5 supervisors, 5 data integrators and 5 cartographers
- 1 « mapping mobile system (MMS)/ artificial intelligence (IA) » team of 7 experts
- 1 door-numbering field team with:
- 3 experts training the management team
- 5 co-ordinators
- 50 surveyors
- 100 stencil operators
- 100 assistants
