In the framework of the Simplification and Digital Transformation of Urban Land Administration Project (SIGFU), on Thursday Minister Bruno KONE paid a visit to Abidjan’s Félix Houphouët Boigny airport to see the specially equipped plane due to acquire aerial photographs and LiDAR.
Overflying the areas of Greater Abidjan and Assinie will enable valuable data to be obtained thanks to the high quality equipment, the precise land details that will be obtained and processing of the data, providing an up-to-date information base for use particularly by the SIGFU project that is under way at the moment.

Abstract: How can sustainable agricultural development be reconciled with the fight against climate change and the preservation of biodiversity? To reach such a challenge, political, technical, and socio-economic decision-makers now have access to accurate and valuable environmental information. These include satellite images and environmental data produced from these images. In Guinea, in order to carry out public policies for the sustainable management of territories and natural resources, the government must be in a position to have reliable, consistent, precise, and as recent as possible information on the state and dynamics of its territory (soil artificialisation, agricultural extension, deforestation, mining…) and on the evolution of certain features of the biosphere (forests, savannas, wetlands, mangroves…). To this end, the Guinean Ministry of Agriculture has relied on the French technical expertise to draw up an agroecological zoning for the country, aimed at identifying and quantifying current agricultural areas, assessing agricultural potential, and mapping land cover and land cover change over a 10-year period (2005-2015). This project was implemented over two years in a partnership framework between a team of French thematic experts and a team of Guinean technicians and experts involving a specific organisation and procedure, to ensure a complete transfer of skills on all project activities, from the realisation of a land cover layer to relevant applications in the field of agriculture and the environment, with the aim of providing decision support tools to multiple Guinean actors.

En Guinée, le projet ZAEG (pour zonage agro-écologique de la Guinée) cartographie actuellement l’occupation des sols et son évolution sur 10 ans. Financé par l’AFD (Agence française de développement) et opéré par l’IGN FI et le CIRAD (Centre de coopération internationale en recherche agronomique pour le développement) avec comme objectif d’identifier les terres arables pour orienter les investissements dans un pays qui tire ses revenus de l’exploitation minière, mais dont 80% de la population vit de l’agriculture. Connaître son territoire pour en optimiser la gestion en somme.

To mark the conclusion of the DESINLISI project, the Ministry of Lands, Housing and Urban Development organised an international conference on the theme of “Global Modernization of Land Administration – Making your LIS a Success”. The Ivory Coast’s Ministry of Construction, Housing and Urban Development (MCLU) signed a contract on 20 December 2019 for the implementation of a project to simplify urban land administration and convert it to digital form.
The project is organised around nine interdependent components, which will eventually lead to the setting up of an Integrated Urban Land Administration System (IULAS). The presentation meeting for the project “Creating an exhaustive list of localities eligible to receive the Universal Electronic Communications Service in Gabon” took place in Libreville on Friday 29 November 2019.
The consortium IGN FI / PROGRESYS/ INC presented the main results of the mission. Yvan GAUTHIER, project leader for IGN FI, said:
“The aim of the mission was to provide ARCEP (the Regulatory Authority for Electronic Communication and Postal Services) with tools enabling it to carry out an inventory of network coverage in the country, and then to draw up a deployment strategy appropriate to the different forms of white zones identified. In order to achieve this, data were assembled from the telecommunications operators and various public administration bodies and then checked and validated by field surveys before being incorporated into a Geographic Information System enabling the analyses to be made.”
The GIS allowed an inventory to be made of theoretical network coverage based on the position of operators’ antennae, taking into account a variety of parameters such as antenna height, the technology (2G/3G/4G), frequency and environment (urban or rural).

In a context of political, economic and ecological crises, contemporary societies need to adapt to multiple global challenges. After analysing both local contexts and a variety of international frameworks, an approach based on “community lands, woven around the land and the resources it provides” can offer a response to these challenges, placing collective action at the centre of both diagnosis and the quest for solutions. This approach can facilitate the emergence of institutional arrangements that involve groups of human beings interacting to deal with problems arising at an explicitly local level, as well as the development of political projects which aim to solve them.
This edition of “Aspects of Land Administration” is issued in the framework of the collective work being carried out on service quarters that was initiated in 2016 by the “Land Administration and Development” Technical Committee, with the aim of gaining a better understanding of the opportunities and challenges for development practitioners of taking community lands into account when dealing with land administration issues. In this edition, the approach by community lands is illustrated by six case studies undertaken in six countries:

Summary:
Geospatial information and its derived products, designed to contribute to public agricultural policy making, are not widely used in Africa. The infrastructure, training and skills are lacking, and research and development activities are dispersed and inadequate. More importantly, needs are not formalised and technological resources, driven by the industrialised countries, are ill-adapted to the characteristics of agricultural systems in Africa. Moreover, companies, institutions and projects require a stable environment to ensure operational services, relevant products and useful information. These co-constructed services emerge within long-term partnerships between researchers, consultancies and end users. Research thus offers new opportunities for using satellite imagery to document and explain agricultural transformation processes. Finally, lasting interdisciplinary skills networks are needed to facilitate methodological and thematic exchanges.
