The World Bank has mobilized a consortium comprising IGN FI/ ONFI/ SalvaTerra to study the modalities for establishing a National Forest and Land Use Monitoring System (SNSF), as well as the capacity building needs to ensure proper ownership of this tool. This system will enable the monitoring and accessibility of data on the state of forests, land use changes, and the quantification of associated carbon emissions.
The World Bank’s objective is for this SNSF to feed into Guinea’s Nationally Determined Contributions (NDCs) for the Land Use, Land-Use Change and Forestry (LULUCF) sector and serve as a Monitoring, Reporting, and Verification (MRV) tool. This would enable Guinea to mobilize financial compensation for deforestation reduction efforts under the REDD+ program or to establish a national compliance carbon market for the mining sector with a compensation system for land degradation.
The consortium IGN FI/ ONFI/ SalvaTerra was selected following a call for tenders launched by the World Bank in May 2023, and the project began in June. An evaluation mission to Guinean institutions, carried out by IGN FI & SalvaTerra, was organized in September 2023. A binary forest/non-forest mapping, complying with the definitions of Guinea’s forest code, and its changes from 2014-2020, is currently underway, prior to the validation of the products and the determination of their accuracy and uncertainties.
