The Ivory Coast Infrastructure Renaissance Project (PRICI) was initiated in June 2012. A request for proposals for the "Recruitment of a firm for technical assistance for the operationalization of street and door addressing in the Abidjan district and the establishment of a unique Autonomous Abidjan addressing repository" was launched in June 2020. The consortium IGN FI, GEOFIT and GROUPE DÉFIS & STRATÉGIES was selected.

The purpose of the Abidjan District Public Roads and Places Addressing Project (PADA) was to establish a comprehensive addressing system and a unique addressing repository, guaranteeing the location and referencing of occupancy units (OU) on the road network of the Abidjan District.

  • Mobilization of a multidisciplinary team with proven expertise in organizing large-scale census operations and in the establishment and management of high-capacity IT and cartographic systems.
  • Preliminary work on data collection, plans, and road mapping by agents provided to the Central Unit by the National Bureau of Technical Studies and Development (BNETD).
  • Fieldwork: this involved identifying and locating the main entrances of occupancy units facing a public road in order to assign an address number, materialized with paint (stenciling). The roads were subject to an independent naming process led by the National Toponymy Commission.
  • Creation of an address database and dissemination via an application portal accessible to all beneficiaries and contributors of the system (DGI, INS, network operators, La Poste, etc.). Address points were linked, where possible, to other existing location identifiers (plot number, meter number, etc.).
  • Sustainability of addressing through the updating of physical addressing and the address database.
  • Training and transfer of know-how for the maintenance of the address database.
