Following the "bread riots" that occurred in Egypt in 2007, linked to an underestimation of wheat imports, the Egyptian Ministry of Agriculture decided to implement new measures for agricultural areas and yields to verify if the statistics provided to the Ministries by the various Egyptian governorates were still reliable and up-to-date.

The Egyptian Ministry of Agriculture, through its research institute (ARC – Agriculture Research Center) and its associated department, the CLAC (Center Laboratory of Agriculture Climate), entrusted IGN FI with the CIPA project to evaluate agricultural areas in the Nile Valley and Delta. This project reliably assesses agricultural potential to best guide government policy.

Pour ce faire un plan d’échantillonnage systématique constitué de plus de 30.000 points a été mis en place sur l’ensemble du territoire.

Sur chaque point de sondage, une visite sur le terrain était réalisée par l’enquêteur qui recueillait des informations précises (type de culture, couvert arboré, description de l’environnement, présence de canal, de drain, de haie…) et ce dans un délai très court.
