Context
The Tanzanian Ministry of Lands (MLHHSD) wanted to modernize land administration and develop institutional transformation. At the time, the land registration system was managed semi-manually, leading to discrepancies between land values and real estate transactions. The ILMIS project computerized all cadastral and registration data managed by the Ministry in Dar es Salaam, as well as the zonal offices.
