The official launch ceremony for the Land Administration and Registration Information System (LARIS) Project took place in Zanzibar on Monday, 27th July 2026.
A ceremony held under high patronage
Under the leadership of the Revolutionary Government of Zanzibar, the launch ceremony was officiated by the Second Vice President of Zanzibar, Hon. Hemed Suleiman Abdulla, on behalf of the President of Zanzibar and Chairman of the Revolutionary Council, H.E. Dr. Hussein Ali Mwinyi.
The event brought together senior government leaders, including the Minister of Lands and Housing Development, the Minister of Finance and Planning, the Deputy Speaker of the House of Representatives of Zanzibar, the Principal Secretary and Deputy Principal Secretary of the Ministry of Lands and Housing Development, and the Regional Commissioner for North Unguja.
The ceremony was also attended by Cabinet Ministers, Regional and District Commissioners, Principal Secretaries, Deputy Principal Secretaries, and senior officials from various government institutions. Among the distinguished guests was the former Principal Secretary of the Ministry of Lands and Housing Development, who played a key role during the project’s initial planning and preparation.
The ceremony was also attended by Cabinet Ministers, Regional and District Commissioners, Principal Secretaries, Deputy Principal Secretaries, and senior officials from various government institutions. Other participants included representatives from the Project Coordination Unit (PCU), Local Government Authorities (LGAs), development partners, technical experts, and stakeholders from both public and private institutions.
The challenges of the projet
Representing IGN FI, Chief Executive Officer Aurélie Milledrogues emphasized that the LARIS Project represents a modern, transparent, and secure land administration system that will safeguard land rights, improve service delivery, and support sustainable development in Zanzibar.
She also reaffirmed IGN FI’s commitment to supporting the Government of Zanzibar’s digital transformation agenda.
A major highlight of the ceremony was the ceremonial send-off of the aerial survey aircraft, marking the commencement of aerial mapping activities. The imagery collected will provide the foundation for Zanzibar’s Digital Land Information System, representing a significant milestone towards modern, efficient, and transparent land administration.
The aerial survey and the imagery collection are provided by SINTEGRA, a company in the GEOFIT Group, which also includes IGN FI.
Once completed, LARIS will strengthen the business environment, increase government revenue, enable citizens to obtain loans using land rights as collateral and support the construction of modern sustainable cities with quality housing.
