As part of a World Bank loan for the Ministry of Lands, Housing and Urban Development (MLHUD), the DeSINLISI project was undertaken in 2015 to expand the project nationwide. It covers the design, supply, installation, and implementation phases of a national Land Information System (LIS) to secure property titles and improve the accessibility and availability of registration services open to the general public through the digitization of paper-based registers.

Context
Land tenure insecurity, caused in particular by delays in registering land titles, costs, and flawed procedures for registering official documents, is a barrier to countries' economic and social development. From 2009 to 2014, IGN FI had already carried out the World Bank's pilot project to develop a land information system covering six district land offices and to create the National Land Information Center (NLIC).

Missions
- Design, development, and installation of land information technologies: creation of a web application for managing all land procedures (online transactions, consultation portal, report generation, system administration). The system also allows for electronic document signing, SMS notifications, and connection to external systems, such as payment or personal identification services. Internet portals for the general public and professionals have been developed.
- Conversion of data from land documents and maps: conversion into digital form of all land documentation, consisting of active documents (e.g., titles), historical documents, and maps (topographic, historical, cadastral).
- Integration of converted data: integration of cadastral data into the system according to the LADM model.
- Deployment of the national system: installation and provision of equipment in 21 decentralized sites across the country, supply of all IT equipment (servers, PCs, data production and storage, printers, devices, scanners).
- Training and capacity building: organization of international study trips, training and capacity building for more than 500 Ministry staff on new tools and procedures.
- Communication and awareness-raising: preparation and implementation of an action plan aimed at raising awareness of the DeSINLISI project among the general public and professionals.
