Context
In 2021, the Ministry of Construction, Housing and Urban Planning (MCLU), in collaboration with the Ministry of Budget and State Portfolio (MBPE), which became the Ministry of Finance and Budget (MFB), initiated the project for the simplification and digital transformation of urban land management. This project aimed to accelerate the process of issuing administrative documents, secure land information, and improve the business environment in Ivory Coast. The objective was to implement the Integrated Urban Land Management System (SIGFU).

Missions
- Simplification of procedures and improved user monitoring: The SIGFU project primarily aims to accelerate the process of issuing administrative documents, secure urban land, and improve Ivory Coast’s “Doing Business” ranking concerning key land-related indicators. It was expected to reduce processing times by 10, issue 60,000 Final Concession Orders (land titles), and increase direct and indirect revenues related to title issuance.
- Digitization, preservation, sharing, and exchange of multi-purpose information: This involved establishing an end-to-end digital processing system based on a geographic information repository, including aerial and LiDAR imagery acquisition, the production of digital elevation models, orthophotography, and an urban database. A new geodetic information repository was also calculated and adopted by decree. All geographic and converted data were integrated into the custom-built land information system, which incorporates 49 MCLU land procedures.
- Organization of services and automation of processes to increase the overall productivity of the land chain: Ministry agents were trained in system maintenance and use. A web portal and a mobile application for the general public and land professionals were developed https://sigfu.ci/portal/.
- Implementation of internal and external communication actions: Several events promoting the major reforms supporting the SIGF project were carried out (mass titling of land parcels, Unique Land Identifier in Ivory Coast).
