Context

Faced with the challenges of poverty, food dependency and demographic growth, the Republic of Congo is embarking on a transition to a green economy. The adoption of a new environmental law in November 2023 provides for the creation of the Agence Nationale de l'Environnement (ANE), charged with supporting the implementation of the national policy for environmental management and knowledge.

In this context, the Ministry of the Environment, Sustainable Development and the Congo Basin (MEDDBC) requested support from France and IGN France International to modernize its services, in particular by integrating climate and geomatics skills. Implemented within the framework of an agreement with the Ministry of Europe and Foreign Affairsrepresented by theFrench Embassy in the Republic of Congothe Sustainable Governance of Environmental Data (GDDE) project aims to strengthen environmental data management, notably through a feasibility study for the creation of a Mapping and Environmental Data Management Department within the MEDDBC, attached to the ANE.

Missions

  • Contextual analysis: elements of the institutional context, macro-environmental data management issues.
  • Carrying out a complete inventory specifically focusing on the following subjects: inter-organizational relations between the Ministry and other data production and user organizations, environmental data governance, human resources and equipment.
  • Definition of the department’s missions: identification of priority areas, strategic and operational objectives.
  • Proposed architecture: organizational and digital architecture, acquisition plan, implementation of a virtuous collaborative ecosystem.
  • Support for data management: proposal for a data governance framework, a training plan and recommendations on the regulatory framework.
  • Proposed action plan for structuring the department.
